Late at night in freezing snow, this poor injured dog sat alone outside the locked gates of the City Animal Shelter. His leg was wrapped in makeshift bandages, a small tag labeled “Stray #47 Found Injured” hung from his collar, and the sign on the door clearly read “Closed – Hours 9-5”.
