The correct answer is 15 digits.

Add them together: 9 + 6 = 15.
The trick is that the question asks for the number of digits, not the number of numbers. There are 12 numbers on the clock, but several of them contain more than one digit. That small wording difference is what makes the puzzle easy to answer too quickly.
